INTRODUCTION
This document sets out the policies to promote road safety for all Quick Help S.A.S. employees, which are an integral part of the Strategic Road Safety Plan defined by the company and is widely and completely disseminated to the company's personnel, through inductions, training, safety talks, written material and awareness campaigns, among others.
Failure to comply with any of the following elements will result in disciplinary action, in accordance with internal Human Resources procedures.
GENERAL ROAD SAFETY POLICY
Quick Help S.A.S, is committed to safely manage the mobility of all employees, plant and contractors, through the allocation of resources necessary for the development of activities aimed at promoting road culture in the different actors of the road, the continuous improvement of processes and compliance with national legislation in force.
Quick Help S.A.S, establishes that the identification, analysis and control of the risks of the transport and mobilization operation must be immersed in each of the daily activities, and for this purpose determines:
- The consumption of alcohol, tobacco and/or psychoactive substances is prohibited during the operation.
- Compliance with nationally established speed limits is mandatory on all national roads, urban and/or rural.
- The use of mobile communication systems is prohibited when the vehicle is in operation.
- The use of seat belts is mandatory for all vehicle occupants.
- The use of Personal Protective Equipment is mandatory, according to the type of vehicle and operation.
- Vehicle maintenance must be performed in compliance with legal regulations.
This policy is mandatory for all Quick staff and contractors who perform activities for Quick.
The Road Safety Policy is disclosed to personnel during recruitment, induction, HSE reinduction and training activities related to road safety, as well as its publication in the Kawak document management system and on bulletin boards at Quick's facilities and work centers whenever possible.
In order to comply with the policies, the Executive Management allocates the necessary financial, human and technical resources, it will be a commitment of the workers to comply with the policy approved on June 06, 2017.
POLICY FOR REGULATING DRIVING AND RESTING HOURS
Quick Help S.A.S, seeks to ensure optimum performance of its operations within the framework of road and industrial safety. Likewise, within these policies, the practice of active breaks will be implemented as a mandatory measure to promote and regulate the adequate rest of drivers. Consequently, the programs implemented under this policy shall:
- Establish rest and rest periods to prevent fatigue.
- Establish active breaks of 15 minutes for every 4 or 5 continuous hours of driving (stretching exercises).
- Include training topics on sleep and rest habits, nutrition and exercise which can prevent worker fatigue.
- Follow up and evaluate incidents or traffic accidents likely to be caused by tiredness or fatigue.
- Drivers may not exceed a maximum of 8 hours per day, and must comply with a minimum rest period of 7 hours per day.
SPEED REGULATION POLICY
Without exception, all drivers of Quick Help S.A.S., contractors, subcontractors and stakeholders, who transport members of the client's merchandise or third parties, must comply with the speed limits established in the current regulations (National Traffic Code) and the limits established for the facilities of Quick Help S.A.S. and its clients. Notwithstanding the foregoing, in no case shall a vehicle in the service of Quick Help S.A.S., exceed the speed of 80 Km/h on national or departmental highways, 60 Km/h on urban roads and municipal roads, and 30 Km/h in school or residential areas.
SEAT BELT POLICY
Seat belts must be worn by drivers of vehicles in the service of Quick Help S.A.S. and by passengers in the front or back seats of the vehicle, on all roads in the national territory, including urban roads, and even on short trips, in accordance with the National Traffic Code in force.
The driver and user using seats with seat belts installed shall use them in an appropriate manner during normal driving of the vehicle in such a way as not to restrict the freedom of movement of the driver and user and to reduce the risk of bodily injury in an eventual accident.
POLICY FOR THE USE OF PERSONAL PROTECTIVE EQUIPMENT
Quick Help S.A.S, provides workers with adequate protective elements to prevent accidents and occupational diseases in such a way as to reasonably guarantee occupational health and safety. In order for these equipment and personal protection elements to offer the worker the required protection, the following aspects are considered:
- Ensure the allocation of the necessary resources for the supply of the required personal protection elements and equipment.
- To supply certified personal protective equipment and elements, appropriate according to the nature of the risk, the requirements of our business partners, their use and the PPE matrix, so that they meet the conditions of safety and efficiency for the user.
- Training in the use and care of personal protection elements and equipment.
- Periodically inspect the use and condition of personal protection elements and equipment.
- Immediately replace deteriorated personal protection elements and equipment.
It is the responsibility of the company's employees:
- To properly use, on a mandatory basis, the assigned personal protection equipment and elements, out of commitment to their own safety.
- Take proper care of the personal protection elements and equipment required for the exclusive use in the company's work.
- Report to the immediate supervisor and/or HSE personnel the lack or deterioration of personal protection elements and equipment.
- Do not start work if you do not have the required personal protection elements or equipment according to the nature of the risk.
- Report the non-use or improper use of personal protection elements and equipment by co-workers or personnel in charge. According to the role played within the single regulatory Decree 1072 of 2015, it is the obligation of workers to use the personal protection elements required by the current regulations on the matter.
NO USE OF MOBILE EQUIPMENT POLICY
The use of communication equipment is prohibited while driving a vehicle in the service of Quick Help S.A.S. The following are the minimum operating requirements:
- The use of cell phones, personal digital assistants (PDAs), printers, handheld devices, tablets, converged devices, text messaging devices, computers and other mobile electronic devices (whether owned by another person or company property) is prohibited when the vehicle is in motion. The use of hands-free devices while the vehicle is in motion is also prohibited.
- If it is necessary to make a cell phone call at any time while driving a vehicle, the driver should stop the vehicle in a safe place where the call can be made.
- Drivers shall not wear headphones or other devices while driving a vehicle.
- GPS systems shall be programmed prior to the start of the trip and not during the course of vehicle operation. The use of maps for route planning should also be completed prior to operating the vehicle.
VEHICLE MAINTENANCE POLICY
Quick Help S.A.S, seeks to ensure optimum performance of its operations within the framework of road and industrial safety. Therefore, all owners and drivers of company vehicles must perform the maintenance of their vehicles in compliance with the current legal regulations, for this purpose must ensure:
- To be carried out on time and according to the technical specifications defined by the manufacturer.
- In the event that a fault is identified in the vehicles, you must go to a mechanical center and notify your immediate supervisor.
- Performed by qualified and competent personnel, with original or approved tools and equipment for the function, and from a mechanical center recognized and endorsed by the Ministry of Transportation or the manufacturer.
- Ensure that the parts used in repairs are original or approved by the manufacturer.
- Each driver and owner is responsible for monitoring and complying with the maintenance plan for his vehicle, assuming the respective costs, and must report to the safety area and the Coordinator or Leader of the process.
- Compliance with strategies established by the company in mobility, environmental, occupational health and safety, and quality.
As a control of the organization, it was defined that the security area, together with the Coordinators and Leaders of the operations and projects, should periodically verify:
- Compliance with Quick's vehicle maintenance schedules.
- The documentary records (invoice and minutes of disposition by the maintenance center) provided by each driver.
- Constant updating of vehicle folders with preventive and corrective maintenance supports.
